Arthur passed away peacefully in Victoria, British Columbia. He was born and raised on PEI. He studied at Saint Dunstan University and Sir Sandford Fleming College. His diplomatic career included postings to New York, Tokyo, Hong Kong, Seattle, Manila, and Seoul. He retired to Victoria to enjoy the mountains and ocean. Arthur was a husband, father, grandfather, brother, friend, traveller, hiker, dog lover, frustrated golfer, proud Canadian and much more. Arthur will be missed by his wife Penny, daughter Jennifer, son-in-law David Jones, and his grandchildren, Matthew, Kaitlyn, and Aliya in England. Arthur will be missed by his siblings and their families in PEI and by his many friends scattered around the world.

In accordance with Arthur’s wishes, a private family memorial will be held later. In lieu of flowers, a donation to your choice of Victoria Hospitals Foundation or BC Cancer Agency or YMCA Strong Kids would be greatly appreciated.  Condolences may be offered to the family below.

    I am so sorry to hear of Arthur passing away. I used to cut his hair and loved our little visits. I was just thinking about him and came across this. Very sad and I wish I had reached out to him earlier. He was a great, great man. I will miss him very much.

    Sadly, a bright light went out on April 16th with the passing of Arthur Fraser. But there’s a star shining brightly above, winking, showing us he’s still there. Art was always chipper, with a quip at the ready and a twinkle in his eye. Foremost, he had a kind heart, with a deep interest in people, equally comfortable talking to extraordinary and ordinary people. That was his gift and he has left his mark on me and so many more.     Uncle Arthur will be greatly missed by his Vancouver family. We have many fond memories of our visits to Victoria and time spent with Penny and Arthur. Arthur was a really special guy and cared very deeply for his family. He always made sure we knew how much he cared for us. We are very lucky to have had him in our lives.
