Chuck passed away peacefully on March 24, 2016. He was born on April 20, 1922 and raised in Vernon, BC.  Chuck grew up with a shovel in his hand, helping his father who was an avid amateur horticulturist, in the garden. This early experience of working alongside his father paved the way for what turned out to be a long and prestigious career in horticulture. When World War II broke out, Chuck joined the RCAF and served as a wireless operator for five years, earning the rank of Flight Lieutenant, and serving in places as far away as Burma. At the end of the war, Chuck took advantage of the educational opportunities his service offered, and went to UBC to earn a degree in Horticulture. This led to a position as Provincial Horticulturist, as well as to his serving on a committee as advisor to the Federal government. In 1953, he married Lorna, and they were together 60 years, until she passed away in 2014.  They moved to Victoria in 1958. Chuck and Lorna loved traveling throughout the world. In addition to his love for travel, Chuck had a lifelong interest in photography, and was an avid crib player.

Chuck is survived by three children, Pamela Carter, Jim (Pamela) Carter and Linda (Joe) Novotny; three grandchildren, Jennifer (Kyle) Maxwell, Amanda (Jesse) Novotny and Grytt Young; a great grandson, Stanley Maxwell and a soon to arrive great grand-daughter.

A Memorial Service will be held at 1:00 pm on Thursday, March 31, 2016 at McCall’s Downtown, Johnson & Vancouver Streets.

    Sending big love to all the Carter family on this sad day. I have very fond memories of spending time with Chuck and Lorna over the years. So glad they will finally be together again. Although Jim taught me how to play such games as May-I and Cribbage, i could never could beat Chuck, no matter how hard i tried, he was the master.

    For me Chuck was a charming, gentle and great man. Chuck had a wonderful long life, and just a couple of days ago Jim was showing me amazing photos of Chuck from WWII, to think Chuck has seen so much change and evolution in one life time is quite astonishing. While there is indeed sadness i think its also important to celebrate the wonderful life of Chuck, look back at all the wonderful times and memories we have all had with Chuck and appreciate all that he did, created and impacted in his life.

    He created such a wonderful family that i am very proud to be apart of and i send my sincere thoughts to all the family in my absence. I for one will have a smile today for having known such a wonderful human. Rest in Peace Chuck, you will be missed.

    I have had the pleasure of working closely with Chuck and Lorna for the last twenty five years as the manager of Wilcox, Community Living Victoria, where Pamela lives. Chuck and Lorna were tireless advocates for Pamela and were very involved in the development of this community home for people with developmental disabilities.
    Chuck was such a gentle and kind man. He maintained such a beautiful garden at the family home and would often bring flowers for us all to enjoy. On Pam’s birthday everyone was treated to lunch and Black Forest cake which was Pam’s favorite. Another hobby that both Chuck and Lorna enjoyed was lawn bowling. Our thoughts and prayers are with the Carter and Novotny families at this sad time. Chuck was one of my favorite family members and he will be so missed.
