
Died peacefully under the wonderful care of Victoria Hospice, with family at his side. Frank was predeceased by his wife and companion of 60 years Dorcas Neate and leaves five sons, seven grandchildren, and two great-grandchildren.
Born in Victoria, BC on May 7, 1924, Frank studied civil engineering at UBC and graduated in 1949. In his early career years, he worked for the City of Victoria, CMHC in Comox, Public Works Canada in New Westminster and City of Penticton before spending 18 years with the District of Saanich Engineering Department. While there, he was kept very busy with the development of the Gordon Head neighborhood, Colquitz River Trail, Gorge Waterway rehabilitation and other municipal engineering projects.
Frank left Saanich and enjoyed a fruitful sojourn as an independent consultant in Victoria, steering Seagirt Engineering Ltd. through many years of successful business. He felt fortunate to be able to employ and work with three of his sons during this period.
A Celebration for Frank Neate was held at the UVic University Club on December 4th, 2009, where many of Frank’s friends, relatives and colleagues were able to extend their best wishes to him in person. Afterwards, one of Frank’s grandchildren was heard observing, “I don’t remember ever seeing Grandpa laugh and smile so much!” Our thanks to all who attended and also those who were there in-kind thought.
The Neate family will hold a private Remembrance of his Life at Frank’s beloved property on Millstream Road in the Highlands, with a campfire, hot dogs, s’mores, and maybe some beers beside the pond that Frank created. We’ll remember Frank in his good ol’ days.

Frank was a wonderful mentor to me and a good friend. Working with him at Saanich Municipality I was impressed with his energy and dedication. Frank worked on a project long after everyone in the office had gone home. If Frank had not taken an interest in me, guided me, instructed me, I would have never achieved the level of success through my working career. He will be missed by many.
