Passed away at the age of 90 years young on March 22, 2010 at 4:40 PM. He left peacefully with his family at his bedside. Frank will be remembered as a humorous, intelligent, innovative and courageous man who was admired by his friends, family and colleagues. Some of his accomplishments for which we are proud: WWII Veteran, a pioneer of Medicare and co author of the Foulkes Report; author of Nobody’s Son and Pride & Joy. He will be missed dearly by his sons Dennis and Michael and his daughters Jennifer and Michelle, as well as his 13 Grandchildren and 11 great Grandchildren.
A viewing will take place, Saturday, March 27, 2010 from 11 am – 2pm at Sequoia Gardens Memorial, 4665 Falaise Dr., Victoria, BC. In lieu of flowers Frank’s wishes were to donate in his name to the Victoria Hospice Society.

Michelle Gauthier Oh my dear dad…how you will be missed. I will miss hearing your voice and calling you when ever I need advice or just anything at all. You were always there for me, whenever I needed. You are finally at peace and so hoping you are with mom now and maybe she is helping you find your way. We were so fortunate to have you as long as we did and I will treasure every moment we spent together. Your humor will carry on in your children and I thank you for all the laughter we shared.

Well You did not get the Queens letter but you are no longer in pain or suffering you are at peace now and I am always thinking of you and all the good times that we shared like going to Willows Beach etc. and for drives I will miss you so much you have been the best in my life through thick and thin and we shared so much more and even had our ups and downs but made it through them all >>you will forever have a place in my heart and don’t worry The RJH will get built>> some one else will be watching it for you
