Bob passed away at home on the morning of May 19, 2025, after a lengthy illness. Born in Saskatoon, Saskatchewan, Bob’s family moved to Victoria BC in 1942. Bob was an infamous “James Bay Boy” and spent his childhood playing along the beaches of Dallas Road.

In his early career, Bob worked as a seaman in various capacities along the west coast. His experiences included tending lighthouses for the Department of Transportation, serving as a deckhand and first mate on tugboats for Island Tug and Barge, working as a deckhand for BC Ferries, and as a burner at Yarrows Shipyards. These experiences instilled in him a deep affection for the ocean and nature, and he loved sharing stories from his time at sea.

Bob established himself as a respected business owner in the community after apprenticing as a locksmith at Price’s Lock and Safe. He later founded The Lock Doctor from his home garage on Pear Street. The business flourished and eventually moved to its current location on Cedar Hill Cross Road. Bob, along with his wife Michella and son Kelly, dedicated many years to building a successful family business and had many regular customers that supported them over the years.

Bob’s passion for cars began in his youth in James Bay. He was a founding member of the Century Toppers Rod & Custom Car Club in 1957 and remained an active and enthusiastic member throughout his life. He regularly attended club meetings, car shows, and parades. His prized possession was his meticulously maintained 1941 Chevy, a testament to his dedication and love for cars. Over the years, this vehicle underwent numerous transformations, ultimately becoming the iconic “Lil’ Stinger” with its vibrant yellow paint, flame detailing, and shiny wheels.

Bob is survived by Michella, his devoted wife of 55 years, son Kelly (Suzanne), daughter Heather (Jeremy), grandsons Nick and Kai, brother Don, sisters Fern and Norene, 4 nieces and 4 nephews, and his cousin Danny. Predeceased by his parents Horace and May, and his sister Jean.

The family would like to express their heartfelt thanks to all the staff at the Royal Jubilee Hospital, in the ER and 8th floor and to all the caregivers from Island Health for their exceptional care and support.

A memorial reception is currently being organized and will be held in August. More information to follow.

Bob was loved and will be deeply missed by his family and the many friends whose lives he touched.

    Having spent a great deal of time at the Parker residence when Heather and I were younger, I always felt welcome and cared for by Bob and Michella. Many, many hours “helping” at the Lock Doctor, and fond memories with them at Qualicum Beach. Another great memory was Bob’s enthusiasm for the kids to be a part of his Century Toppers float, in the Victoria Day Parade every year.     Some of my earliest memories involve Uncle Bob as he was still a teenager when I entered the world. We visited most weekends to the home on Niagara Street and I remember him working on cars there in the yard. I remember when he first brought Michella around to meet us. He was always full of laughter and good stories. He will be greatly missed by so many! My deepest condolences.
